For example, the background picture would be behind text. A frame would be in front of text and then a text box would be in front of text. If you have to, you can bring an item forward or send an item backward, etc. if one is covering up another. I hope that makes sense! You can right click on an image and bring it forward, send it back a layer, etc. If you want to use Word, you can layer one image with text, but the formatting doesn't always work the way you want it to. When you right click, choose wrap text and you can see the different options. MS Word is a little more difficult when it comes to graphics. In powerpoint you just click "insert a picture" and wherever your clipart is stored, you find & click on it & it pops up. Then you can resize it on the slide & just layer everything one on top of the other.
